RC Transfer for a Financed Used Car

When you buy a used car on loan, three things happen at the RTO: the old lender’s charge is removed (if any), ownership moves to you, and your lender’s hypothecation is recorded. Until the RC shows your name, the seller is still the legal owner — and liable for anything the car is involved in.

- Apply online on Parivahan (Vahan “Vehicle related services”), pay the state fee, upload documents and book the RTO visit if verification is needed.
- Report the transfer within 14 days of sale in the same state, or 45 days if the car moves to another state.
- Your lender will insist on Form 34 so the new RC shows “Hypothecated to” your lender.

- Clear the old loanSeller obtains the previous financier’s NOC and Form 35; hypothecation is removed first or along with the transfer.
- Sign transfer formsSeller and buyer sign Form 29 and Form 30; buyer and new lender sign Form 34.
- Apply onlineOn Parivahan / Vahan, choose transfer of ownership (and hypothecation), pay the state fee, upload documents.
- RTO verificationSubmit originals if asked; inter-state cases need Form 28 NOC and re-registration.
- New RCIssued in your name with “Hypothecated to” your lender; give a copy to the lender.

Frequently asked questions
Who pays the RC transfer fee?
It is negotiable; typically the buyer. Fees are set by each state and shown on Parivahan.
Can I transfer a car that still has a loan?
Only after the financier issues its NOC and Form 35 (or pays off the loan through the deal). Otherwise the RTO will not transfer ownership.
